Abstract This review provides an overview of the different methods and computer codes that are used to interpret 2p x-ray absorption spectra of 3d transition metal ions. Herein we show that non-resonant inelastic x-ray scattering involving an score level is a powerful spectroscopic method to characterize the excited states of transition metal compounds. A procedure to build the optical conductivity tensor that describes the full magneto-optical response of the system from experimental measurements is presented. Applied to the Fe L2,3-edge of a 38.85 nm Fe3O4/SrTiO3 (001) thin-film, it is shown that the computed polarization dependence using the conductivity tensor is in excellent agreement with that experimentally measured. The heavy-fermion superconductor CeCu{}_{2}i{}_{2}is investigated with soft x-ray absorption spectroscopy in the temperature range from 250 mK to 250 K and the {J}_{z}admixture of the {\mathrm{\ensuremath{\Gamma}}}_{7}ground-state wave function is determined.
